A teaching of the school of Rabbi Yishmael: A parable of a flesh-and-blood king who said to his servants, “Rise early to my door.” He rose and found women and men. Whom does he praise? The one whose way is not to rise early yet who rose early.
On the daf / in context: The Gemara asks why, after opening with heaven, the second verse immediately describes the state of the earth. The mashal of the school of R’ Yishmael explains that the unexpected early activity of the earth (which is lower) is noteworthy.
