The Complete Passuk

וְאַתֶּ֖ם פְּר֣וּ וּרְב֑וּ שִׁרְצ֥וּ בָאָ֖רֶץ וּרְבוּ־בָֽהּ׃

And you, be fruitful and multiply; swarm on the earth and multiply on it.

Torah Temimah treats the renewed command of pru u-revu after the Flood.

וְאַתֶּם פְּרוּ וּרְבוּ — חִזּוּר עַל מִצְוַת פְּרִיָּה וּרְבִיָּה לְאַחַר הַמַּבּוּל.

English: “And you, be fruitful and multiply” — a renewed emphasis on the commandment of procreation after the Flood.
