וַיֹּ֣אמֶר יְהֹוָ֔ה רָאֹ֥ה רָאִ֛יתִי אֶת־עֳנִ֥י עַמִּ֖י אֲשֶׁ֣ר בְּמִצְרָ֑יִם וְאֶת־צַעֲקָתָ֤ם שָׁמַ֙עְתִּי֙ מִפְּנֵ֣י נֹֽגְשָׂ֔יו כִּ֥י יָדַ֖עְתִּי אֶת־מַכְאֹבָֽיו׃

And GODfGOD Cf. note at v. 4. continued, “I have marked well the plight of My people in Egypt and have heeded their outcry because of their taskmasters; yes, I am mindful of their sufferings.

ראה ראיתי —\ldots ראיה של צער וראיה של גאולה.

English: “I have surely seen (ra’oh ra’iti)” — \ldots a seeing of pain and a seeing of redemption.

On the midrash / in context: The doubled verb is taken to cover both the present suffering and the future deliverance already fixed before God.
