וַיְדַבֵּ֥ר מֹשֶׁ֛ה כֵּ֖ן אֶל־בְּנֵ֣י יִשְׂרָאֵ֑ל וְלֹ֤א שָֽׁמְעוּ֙ אֶל־מֹשֶׁ֔ה מִקֹּ֣צֶר ר֔וּחַ וּמֵעֲבֹדָ֖ה קָשָֽׁה׃

Moshe spoke thus to the children of Israel, but they did not listen to Moshe because of impatience of spirit and because of hard bondage.

מקצר רוח — אולי כי לצד שלא היו בני תורה לא שמעו, ולזה יקרא קוצר רוח כי התורה מרחבת לבו של אדם. ומעבודה קשה — טעם אומרו ומעבודה זה יגיד כי מלבד צער העבודה עוד היה להם קוצר רוח.

English: “Because of impatience of spirit” — perhaps they did not listen because they were not yet people of Torah; Torah broadens a person’s heart. The extra “and because of hard bondage” shows that the impatience existed independently of the physical suffering of the labour.

On the commentary / in context: Ohr HaChaim reads קוצר רוח as a spiritual constriction that precedes (and is distinct from) the crushing effect of the work itself. Lack of Torah is offered as one reason the heart remains narrow.
