ובכה ובעמך — פרעה התחיל בעבירה תחילה, שנאמר ויאמר אל עמו\ldots וממנו התחילה הפורענות: ובכה, ואחר כך ובעמך, ואחר כך ובכל עבדיך.

English: “Upon you and upon your people” — Pharaoh began the transgression first, as it is said “And he said to his people\ldots”; therefore the punishment began with him first: “upon you,” then “upon your people,” then “upon all your servants.”

On the midrash / in context: Measure-for-measure: the one who initiated the plan against Israel is the first to suffer the frogs. The midrash further states that the frogs entered their bodies.
