English: “And He called to Moshe and [He] spoke…” — Why did He put calling before speaking? The Torah teaches proper conduct (derech eretz): a person should not say something to his fellow unless he first calls him. This supports Rabbi Chanina, who said: A person should not say something to his fellow unless he first calls him.
Custom (order / sequence of the narrative verbs) — teaching from the order of the words: the Torah places the calling before the speaking to model derech eretz. Not a numbered middah of the 13 or 32.
Before beginning to speak to someone, first call them or obtain their attention. The derasha is hung on this passuk so the lesson applies even in the closest relationship.
