למשה היה למנה — אמר רב: משה רבינו כהן גדול היה וחלק בקדשי שמים, שנאמר מאיל המלואים למשה היה למנה. ומפתח אהל מועד לא תצאו שבעת ימים — איסור יציאה משך שבעת ימי המלואים.

“To Moshe it was for a portion” — Rav said: Moshe our teacher was a High Priest and shared in the sanctified offerings of Heaven, as it is written “from the ram of the consecration; to Moshe it was for a portion.” “And from the door of the Tent of Meeting you shall not go out for seven days” — the prohibition of leaving during the seven days of consecration.

On the daf / in context
Zevachim 101b records the view that Moshe functioned as a Kohen Gadol during this period and therefore received a priestly portion. The seven-day confinement at the entrance of the Ohel Moed completes the process of “filling the hands.”
