וְאִם־אֵ֨ין לָאִ֜ישׁ גֹּאֵ֗ל לְהָשִׁ֤יב הָאָשָׁם֙ אֵלָ֔יו הָאָשָׁ֛ם הַמּוּשָׁ֥ב לַיהֹוָ֖ה לַכֹּהֵ֑ן מִלְּבַ֗ד אֵ֚יל הַכִּפֻּרִ֔ים אֲשֶׁ֥ר יְכַפֶּר־בּ֖וֹ עָלָֽיו׃

If that party [is deceased and] has no kinbkin Lit. “redeemer.” to whom restitution can be made, the amount repaid shall go to GOD for the priest—in addition to the ram of expiation with which expiation is made on their behalf.cin addition to … on their behalf Cf. Lev. 5.15 f.

English: “And if the man has no redeemer” — is there a person in Israel who has no redeemers?

On the daf / in context: The midrash probes the case: even when no relative remains, the payment is given to the kohen. Multiple units develop the laws of restitution when the victim has died without heirs.
