And now, Israel, listen to the statutes and to the judgments that I am teaching you to do, so that you may live and come and take possession of the land that Hashem, the God of your fathers, is giving you.
Torah Temimah registers this verse primarily as the opening of the exhortation; the major derashos begin on the adjacent prohibitions of adding/subtracting and on the devekus of the next verses. No discrete numbered unit is listed solely under 4:1 itself beyond the transitional role.
The verse functions as the hinge from the narrative of Moshe’s prayer to the body of mitzvos. Classical sources treat it as the formal summons to hear the statutes that follow.
