The day that you stood before Hashem your God at Chorev, when Hashem said to me, “Assemble the people to Me and I will let them hear My words, so that they may learn to fear Me all the days that they live on the earth, and that they may teach their children.”
Berachos 22a (and parallel) — the juxtaposition of “vehodatem… yom asher amadta” teaches that Torah must be studied with the same awe as at Sinai.
English: “And make them known to your children and to your children’s children,” and immediately afterward it is written “the day that you stood before Hashem your God at Chorev” — just as there [at Sinai] it was with awe, fear, trembling and quaking, so here [in study] it must be with awe, fear, trembling and quaking.
Semichut ha-parshiyos — teaching-children joined to the day of standing at Chorev.
Torah is to be taught and studied with the same awe that characterized the original revelation at Sinai.
