וְכָתַבְתָּ֣ עֲלֵיהֶ֗ן אֶֽת־כָּל־דִּבְרֵ֛י הַתּוֹרָ֥ה הַזֹּ֖את בַּאֵ֥ר הֵיטֵֽב׃

בַּאֵר הֵיטֵב — בְּשִׁבְעִים לָשׁוֹן. וְשַׂדְתָּ אוֹתָם בַּשִּׂיד — שֶׁיִּהְיוּ נִקְרָאִים.

English: “Very clearly” — in seventy languages. “And you shall plaster them with plaster” — so that they may be read.

In Sifrei / Sotah: The Torah written on the stones was to be intelligible to the nations (seventy languages). The plaster made the writing legible.
