יִשָּׂא יְהֹוָה עָלֶיךָ גּוֹי מֵרָחֹק מִקְצֵה הָאָרֶץ כַּאֲשֶׁר יִדְאֶה הַנָּשֶׁר גּוֹי אֲשֶׁר לֹא־תִשְׁמַע לְשֹׁנוֹ׃

Hashem will bring a nation against you from afar, from the end of the earth, as the eagle swoops, a nation whose language you will not understand.

כַּאֲשֶׁר יִדְאֶה הַנָּשֶׁר — בִּמְהִירוּת וּבְחָזְקָה, וְאֵין מַכִּירִים אֶת לְשׁוֹנוֹ.

English: “As the eagle swoops” — with speed and force, and whose language is unrecognized.

In context: The combination of physical swiftness (eagle) and linguistic barrier heightens the sense of helplessness that accompanies the later stages of the Tochacha. The invader arrives suddenly and cannot even be reasoned with.
