English: “These are the words of the covenant that Hashem commanded Moshe to make with the children of Israel in the land of Moav” — besides the covenant that He made with them at Chorev. This teaches that the covenant of Moav is additional to the covenant of Chorev, and does not replace it.
The explicit “besides” establishes that the new covenant supplements rather than supersedes the earlier one at Sinai.
Type of Learning
Custom (phrase-by-phrase or midrashic expansion of the verse).
What Is Learned
The midrash extracts concrete legal, historical or theological referents from the wording of the passuk, giving the brief biblical language a fuller operational meaning.
