English: “But Hashem has not given you a heart to know, or eyes to see, or ears to hear, until this day” — this teaches that until that day they did not have an understanding heart to recognize the goodness of the Omnipresent. “This day” — from this day onward their heart was opened.
The delayed grant of understanding is read as a turning point: only at the moment of the new covenant does full recognition become possible.
