The Gemara uses this passuk in a sugya. Named as one of R' Yishmael's 13 only when that move is explicit.
Hakhel’s audience is defined so that ‘all Israel’ is not a slogan: the derasha works out who must stand in the assembly so the public reading reaches the whole covenant community.
