Torah Temimah points to Torah Temimah citation.
English: The Sages taught: “I kill and I make alive” — one might think death for one person and life for another, as the world normally operates. Therefore the verse says “I have wounded and I heal”: just as wounding and healing are in the same person, so death and life are in the same person. From here is the answer to those who say there is no resurrection of the dead from the Torah.
Custom (A decisive scriptural proof for the resurrection of the dead.)
The parallel structure of the verse rules out the ordinary pattern of one person dying while another is born. The same individual is the subject of both death and life, establishing the doctrine of resurrection directly from the Written Torah.
