כָּל־רֶ֙מֶשׂ֙ אֲשֶׁ֣ר הוּא־חַ֔י לָכֶ֥ם יִהְיֶ֖ה לְאָכְלָ֑ה כְּיֶ֣רֶק עֵ֔שֶׂב נָתַ֥תִּי לָכֶ֖ם אֶת־כֹּֽל׃

Every moving thing that lives shall be food for you; as the green plants, I have given you everything.

כְּיֶרֶק עֵשֶׂב — אָמַר רַב יְהוּדָה אָמַר רַב: אָדָם הָרִאשׁוֹן לֹא הֻתַּר לוֹ בָּשָׂר לַאֲכִילָה… וּכְשֶׁבָּאוּ בְּנֵי נֹחַ הִתִּיר לָהֶם, שֶׁנֶּאֱמַר כְּיֶרֶק עֵשֶׂב נָתַתִּי לָכֶם אֶת כֹּל.

English: “As the green plants” — Rav Yehudah said in the name of Rav: Adam was not permitted meat for food… When the sons of Noach came, it was permitted to them, as it is said “as the green plants I have given you everything.”

On the daf / in context: Meat, forbidden to Adam, is explicitly opened to humanity after the Flood.
