The Complete Passuk

וַֽיְהִ֥י כׇל־הָאָ֖רֶץ שָׂפָ֣ה אֶחָ֑ת וּדְבָרִ֖ים אֲחָדִֽים׃

The whole earth was of one language and of one speech.

Torah Temimah treats the unity of language before the dispersion.

שָׂפָה אֶחָת — לְשׁוֹן הַקֹּדֶשׁ הָיְתָה.

English: “One language” — it was the Holy Tongue (Hebrew).

Before the dispersion the entire world spoke the Holy Tongue.
