TT points to Chullin / Naso parallel (Rav Nachman bar Yitzchak): blessing for the Kohanim is derived from this verse.

Core Text

Core Text
English of Core Text: It is written “Thus shall you bless the children of Israel” — we have learned a blessing for Israel; a blessing for the Kohanim from where? Rav Nachman bar Yitzchak said: from “I will bless those who bless you.”
On the daf / in context: The derivation supplies the missing blessing directed back to the Kohanim themselves when they bless the people.
