וְלָקַחְתִּ֨י אֶתְכֶ֥ם לִי֙ לְעָ֔ם וְהָיִ֥יתִי לָכֶ֖ם לֵֽאלֹהִ֑ים וִֽידַעְתֶּ֗ם כִּ֣י אֲנִ֤י יְהֹוָה֙ אֱלֹ֣הֵיכֶ֔ם הַמּוֹצִ֣יא אֶתְכֶ֔ם מִתַּ֖חַת סִבְל֥וֹת מִצְרָֽיִם׃

And I will take you to be My people, and I will be your God. And you shall know that I, the ETERNAL, am your God who freed you from the labors of the Egyptians.

המוציא אתכם — בכל מקום המוציא דאפיק משמע.

English: “Who brings you out (hamotzi)” — wherever hamotzi appears it implies [one who] has [already] brought out.

On the daf / in context: The participle is read as past/complete relative to God’s perspective: the Exodus is already as good as accomplished.
