English: A blind man does not perform the leaning — what is the reason? He derives “leaning / leaning” from the elders of the congregation: just as there a blind man does not lean, so here a blind man does not lean.
R’ Yishmael #2 / R’ Eliezer #7 (גזרה שווה) — verbal analogy between semicha here and semicha of the elders of the congregation (Vayikra 4:15).
A blind person is not eligible to perform semicha on an offering, by gezerah shavah from the requirement that the elders who lean must not be blind.
