English: “And he shall flay” – he flays the entire animal and only afterward cuts it into its pieces.
Establishment of the proper order of the preparation of the olah — the animal is flayed entirely before it is cut into its pieces.
The skinning is completed before the cutting into pieces, teaching orderly and respectful handling of the offering dedicated to Hashem.
