וְנֶפֶשׁ — לְרַבּוֹת כֹּהֵן מָשִׁיחַ שֶׁיָּבִיא מִנְחַת נְדָבָה.
English: “And a soul” — to include the anointed High Priest, that he may bring a freewill meal-offering.
On the daf / in context: Sifra expands nefesh so that even the Kohen Gadol may bring a voluntary mincha (his unique status does not bar him from this gift).
