קָרְבַּן מִנְחָה — מְלַמֵּד שֶׁמִּתְנַדְּבִין שֶׁמֶן.
English: “A meal-offering (korban mincha)” — this teaches that one may donate oil [as an independent freewill offering].
On the daf / in context: Against R’ Shimon (who held one does not donate oil alone), R’ Tarfon learns from the phrasing korban mincha that oil itself can be a donated offering on the altar.
