וְהֵבֵאתָ֣ אֶת־הַמִּנְחָ֗ה אֲשֶׁ֧ר יֵעָשֶׂ֛ה מֵאֵ֖לֶּה לַיהֹוָ֑ה וְהִקְרִיבָהּ֙ אֶל־הַכֹּהֵ֔ן וְהִגִּישָׁ֖הּ אֶל־הַמִּזְבֵּֽחַ׃

״וְהֵבֵאתָ אֶת־הַמִּנְחָה״ — מְלַמֵּד שֶׁכָּל הַמִּנְחָה טְעוּנָה הַגָּשָׁה, וְלֹא הַקֹּמֶץ בִּלְבַד.
English: “And you shall bring the mincha” — teaches that the entire mincha requires hagashah, not only the kometz.
On the daf / in context: One might have thought that only the fistful brought on the altar needs bringing-near. The full phrase includes the whole offering in the hagashah requirement. The derasha also extends the rule from nedavah to obligatory menachos where the verse structure supports it.
