מִן־הַמִּנְחָה — מִן הַמִּנְחָה שֶׁהָיְתָה כְּבָר; שְׁיָרִים שֶׁחָסְרוּ בֵּין קְמִיצָה לְהַקְטָרָה — רַבִּי יוֹחָנָן אָמַר מַקְטִיר קֹמֶץ עֲלֵיהֶן.

English: “From the mincha” — from the mincha that was already there. Remnants that became deficient between kemitzah and haktarah — R’ Yochanan says one may still burn the kometz upon them.

On the daf / in context: R’ Yochanan reads “min ha-mincha” as the mincha as it stood at kemitzah time; a later shortfall in the bulk does not void the kometz already taken. Resh Lakish disagrees.
