כָּל־הַמִּנְחָ֗ה אֲשֶׁ֤ר תַּקְרִ֙יבוּ֙ לַיהֹוָ֔ה לֹ֥א תֵעָשֶׂ֖ה חָמֵ֑ץ כִּ֤י כָל־שְׂאֹר֙ וְכָל־דְּבַ֔שׁ לֹֽא־תַקְטִ֧ירוּ מִמֶּ֛נּוּ אִשֶּׁ֖ה לַיהֹוָֽה׃

כָּל־הַמִּנְחָה — כָּל לְרַבּוֹת שְׁאָר מִנְחוֹת לַחִמּוּץ.
English: “Every mincha” — “every” includes the other menachos under the ban on leaven.
On the daf / in context: Without “kol,” one might limit the unleavened rule to menachos that have kemitzah. “Kol” spreads the ban to all meal-offerings.
