כָּל־שְׂאֹר וְכָל־דְּבַשׁ — מַה תַּלְמוּד לוֹמַר כָּל בִּשְׂאוֹר וּבִדְבַשׁ? מִפְּנֵי שֶׁיֵּשׁ בִּשְׂאוֹר מַה שֶּׁאֵין בִּדְבַשׁ וְיֵשׁ בִּדְבַשׁ מַה שֶּׁאֵין בִּשְׂאוֹר.
English: “Any leaven and any honey” — why does it say “any” for both? Because leaven has a leniency that honey lacks, and honey has a leniency that leaven lacks.
On the daf / in context: Baraisa: leaven is sometimes permitted in the Temple in other contexts; honey is permitted in leftover menachos. Each needs its own “kol” for the half-measure and mixture rules.
