כָּל־הַמִּנְחָ֗ה אֲשֶׁ֤ר תַּקְרִ֙יבוּ֙ לַיהֹוָ֔ה לֹ֥א תֵעָשֶׂ֖ה חָמֵ֑ץ כִּ֤י כָל־שְׂאֹר֙ וְכָל־דְּבַ֔שׁ לֹֽא־תַקְטִ֧ירוּ מִמֶּ֛נּוּ אִשֶּׁ֖ה לַיהֹוָֽה׃

לֹא תֵעָשֶׂה חָמֵץ — הַכֹּל מוֹדִים בְּמַחְמִיץ אַחַר מַחְמִיץ שֶׁהוּא חַיָּב; נֶאֱמַר כָּאן לֹא תֵעָשֶׂה חָמֵץ וְנֶאֱמַר לְהַלָּן לֹא תֵאָפֶה חָמֵץ.
English: “It shall not be made leavened” — all agree that one who leavens after another has already leavened is also liable; it is said here “shall not be made leavened” and there (Tzav) “shall not be baked leavened.”
On the daf / in context: Each preparatory act (kneading, baking, etc.) can incur separate liability; processing an already-leavened mincha is still a violation.
