וְאִם־לֹא֩ תַשִּׂ֨יג יָד֜וֹ לִשְׁתֵּ֣י תֹרִ֗ים אוֹ֮ לִשְׁנֵ֣י בְנֵי־יוֹנָה֒ וְהֵבִ֨יא אֶת־קָרְבָּנ֜וֹ אֲשֶׁ֣ר חָטָ֗א עֲשִׂירִ֧ת הָאֵפָ֛ה סֹ֖לֶת לְחַטָּ֑את לֹא־יָשִׂ֥ים עָלֶ֛יהָ שֶׁ֖מֶן וְלֹא־יִתֵּ֥ן עָלֶ֖יהָ לְבֹנָ֛ה כִּ֥י חַטָּ֖את הִֽיא׃

וְאִם־לֹא תַשִּׂיג יָדוֹ לִשְׁתֵּי תֹרִים… עֲשִׂירִית הָאֵפָה סֹלֶת לְחַטָּאת — לֹא־יָשִׂים עָלֶיהָ שֶׁמֶן וְלֹא־יִתֵּן עָלֶיהָ לְבֹנָה כִּי חַטָּאת הִיא.
English: “And if his hand cannot reach two turtledoves… a tenth of an ephah of fine flour for a chatas — he shall not put oil on it and shall not put frankincense on it, for it is a chatas.”
On the daf / in context: Lowest tier of the sliding scale. Unlike a voluntary mincha, this chatas-flour takes neither oil nor levonah — the verse states the ban explicitly so it is not confused with a regular meal-offering.
