וְאִם־לֹא֩ תַשִּׂ֨יג יָד֜וֹ לִשְׁתֵּ֣י תֹרִ֗ים אוֹ֮ לִשְׁנֵ֣י בְנֵי־יוֹנָה֒ וְהֵבִ֨יא אֶת־קָרְבָּנ֜וֹ אֲשֶׁ֣ר חָטָ֗א עֲשִׂירִ֧ת הָאֵפָ֛ה סֹ֖לֶת לְחַטָּ֑את לֹא־יָשִׂ֥ים עָלֶ֛יהָ שֶׁ֖מֶן וְלֹא־יִתֵּ֥ן עָלֶ֖יהָ לְבֹנָ֛ה כִּ֥י חַטָּ֖את הִֽיא׃

כִּי חַטָּאת הִיא — לְפִיכָךְ לֹא יִתֵּן שֶׁמֶן וּלְבוֹנָה, שֶׁלֹּא יְהֵא קָרְבָּנוֹ מְהֻדָּר.

English: “For it is a chatas” — therefore he shall not put oil and frankincense, so that his offering not be made ornate.

On the daf / in context: The reason clause marks this flour as penitential, not celebratory. The same flour measure used for other menachos is stripped of the usual enhancements.
