Translation: “This is the offering of Aaron and his sons” — ordinary kohanim also offer a tenth of an ephah on the day they are installed into the service; the Kohen Gadol, however, offers one every day, as it is said “a continual meal-offering … and the priest that is anointed in his stead from among his sons … a statute forever.”
In Sifra / Menachos: The verse establishes both the one-time minchas chinuch of an ordinary kohen and the daily chavitin of the Kohen Gadol.
