And the ETERNAL gave me the two tablets of stone inscribed by the finger of God, with the exact words that the ETERNAL had addressed to you on the mountain out of the fire on the day of the Assembly.
ככל הדברים וגו'. א"ר חייא בר אבא א"ר יוחנן, מאי דכתיב ועליהם ככל הדברים אשר דבר ה' עמכם בהר, מלמד שהראה לו הקב"ה למשה דקדוקי תורה ודקדוקי סופרים ומה שהסופרים עתידים לחדש, ומאי ניהו – מקרא מגילה לא רק מקרא מגילה אלא כל המצות דרבנן, ותפס ענין מקרא מגילה משום דאיירי ביה בענין במסכת זו. וכלל באור כונת הדרשה הזאת נראה שהורה אותו דרכי הדרשות והמדות שתפסו חז"ל לדרוש בהם דברי התורה ולפרשה ולבארה ולהוציא על פיהם דינים וחידושים כמו שסמכו כל מצות דרבנן עה"פ דפ' שופטים לא תסור וגו' [עיין שבת כ"ג א'], ולפי"ז יש בכלל יסוד לכל המצות דרבנן בתורה, וכן מה שאסרו חז"ל שניות לעריות ע"פ יסוד הדרשה ושמרתם את משמרתי עשה משמרת למשמרת כמבואר לפנינו ס"פ אחרי, הרי דגם לגזירות דרבנן יש להם יסוד בתורה, ודו"ק. ובכלל דרשה זו הרחבנו הבאור בס"פ משפטים בפ' ואתנה לך את התורה והמצוה, יעו"ש וצרף לכאן.
English: R’ Chiyya bar Abba said in the name of R’ Yochanan: What is meant by “and on them [was written] according to all the words that Hashem spoke with you on the mountain”? This teaches that the Holy One showed Moshe the fine points of the Torah, the fine points of the Soferim, and what the Soferim would later innovate — for example, the reading of the Megillah. Not only the Megillah: all rabbinic mitzvot. The derasha means He taught Moshe the methods and middot by which Chazal would expound the Torah; thus even rabbinic law has a root shown at Sinai (as in “do not turn aside” for their decrees).
