Torah Temimah points to Yerushalmi Taanit 4:2.
TT lemma: ואספת דגנך (unit 10 of 10).
Sefaria — Yerushalmi Taanit 4:2
English: It was taught: R’ Yonah said: The daily offerings are the sacrifices of all Israel. If all Israel sat idle — but it is written “you shall gather your grain,” and who would gather their grain? Therefore the early prophets instituted the ma’amadot (representative stands of Israelites at the Temple service).
Custom (ma’amadot and “gather your grain”)
Communal labor in the fields requires a rotating presence at the Temple so the daily offerings remain “of all Israel.”
