על לבבכם וקשרתם, מלמד שתהא שימה כנגד הלב, מכאן לתפילין של יד שמניחן בגובה שביד היינו באבר האמצעי שבזרוע והוא הבשר החופה שבמרפק שבין פרק הכתף ובין פרק הזרוע, ונמצא כשהוא מדבק מרפקו לצלעיו תהיה התפלה כנגד לבו ומקיים ושמתם את דברי אלה על לבבכם. ודע דעפ"י המצוייר יתבאר טעם הדבר שלא כתבה התורה מפורש והיו לאות על זרועך במקום על ידך (פ' בא), יען כי באמת לא כל הזרוע כשר לתפלין ורק כפי המצוייר, אבל השם יד כולל כל חלקי היד והזרוע, וכמש"כ (שופעים ט"ו) ותהיינה העבותות אשר על זרועותיו, ושוב כתיב וימסו אסוריו מעל ידיו, ומה שיש עוד לדרוש ולבאר בפסוק זה הובא לפנינו בפ' בא ובפ' ואתחנן.
English: “On your heart and you shall bind them” teaches that the placement should be opposite the heart. From here: tefillin of the hand are placed on the height of the arm — the flesh covering the muscle between shoulder joint and elbow — so that when the elbow is held to the side the tefillah is opposite the heart, fulfilling “place these My words on your heart.”
