וְשַׂמְתֶּם֙ אֶת־דְּבָרַ֣י אֵ֔לֶּה עַל־לְבַבְכֶ֖ם וְעַֽל־נַפְשְׁכֶ֑ם וּקְשַׁרְתֶּ֨ם אֹתָ֤ם לְאוֹת֙ עַל־יֶדְכֶ֔ם וְהָי֥וּ לְטוֹטָפֹ֖ת בֵּ֥ין עֵינֵיכֶֽם׃

Therefore impress these My words upon your very heart:gvery heart Lit. “heart and self.” bind them as a sign on your hand and let them serve as a symbol on your forehead,hsymbol on your forehead See notes on 6.8.

ושמתם וגו'. אמר להם הקב"ה לישראל, אע"פ שאני מגלה אתכם מן הארץ לחו"ל אף על פי כן היו מצויינים במצות, כדי שכשאתם חוזרים לא יהיו לכם כחדשים בפירש"י בפסוק זה מפרש הניחו תפלין עשו מזזות, אבל בספרי בסמוך מפרש ושמתם זו תורה וקשרתם אלו תפלין, אין לי אלא תפלין ות"ת, שאר מצות מנין, הרי אתה דן, לא ראי תפלין כראי ת"ת ולא ראי ת"ת כראי תפלין, הצד השוה שבהן שהם מצות הגוף שאינן תלויות בארץ ונוהגות בארץ ובחו"ל, אף כל מצות הגוף שאינן תלויות בארץ נוהגות בארץ ובחו"ל, ולכן מש"כ רש"י מזוזה צ"ע, ואולי רש"י כלל גם מזוזה משום דכתובה בענין. והספרי לא נחית להביא גם מזוזה משום דמובן הוא מעצמו. ועכ"פ מכאן המקור למצות התלויות בגוף שנוהגות בארץ ובחו"ל, ועיקר טעם דרשה זו ודיוקה הוא משום דאם לא לכונה זו בא הפסוק הזה מה ענין זה אצל גלותם, וע"ע מש"כ השייך לדרשה זו לקמן פ' ראה י"ב כ"ט בדרשה וישבת בארצם. [ספרי].

English: The Holy One said to Israel: Even though I exile you from the Land abroad, still be distinguished in mitzvot, so that when you return they will not be new to you. Rashi explains: put on tefillin, make mezuzot. But Sifrei reads: “place them” is Torah, “bind them” is tefillin; and by a common-feature argument other body-mitzvot not tied to the Land also apply abroad.
