English: Women are exempt from Shema and from tefillin, for it is written “you shall teach them to your sons” — and not your daughters. Whoever is obligated in talmud Torah is obligated in tefillin; women, not being obligated in talmud Torah in this framework, are not obligated in tefillin. Shema is linked because one can discharge a measure of talmud Torah through Shema; tefillin and Torah study are treated as balanced counterparts in the Mekhilta.
On the daf / in context: Torah Temimah places this derasha on Devarim 11:19. The Core Text is the words of Chazal (as transmitted in the source named above).
Type of Learning
Derash on the verse (Yerushalmi sugya) — not a formal named middah of the 13
Amoraic discussion in the Yerushalmi built on this passuk.
What Is Learned
Exemption from tefillin and Shema is derived through the chain that begins with “your sons” and talmud Torah.
