Torah Temimah points to Yerushalmi / Sifrei.
English: “a land flowing with milk and honey” — one may bring bikkurim from Transjordan even though it is not [described as] flowing with milk and honey.
Custom (A restriction / clarification: the praise “flowing with milk and honey” describes regions within the Land that have that quality, not a condition that every plot must satisfy.)
Chazal teach that bikkurim may be brought from Ever HaYarden. The phrase “land flowing with milk and honey” characterizes the Land as containing such regions, not as excluding every area that lacks that particular description.
