English: It was taught: R’ Yehudah ben Beteira says: When the Temple is standing, rejoicing is only through meat, as it is stated “And you shall slaughter peace-offerings and eat there and rejoice before Hashem your God.” And now that the Temple is not standing, rejoicing is only through wine, as it is stated “And wine that gladdens the heart of man.”
On the daf: The linkage of eating the shelamim with simchah establishes the original form of commanded joy. After the Churban, wine becomes the practical vehicle of the mitzvah of rejoicing.
