אָר֣וּר הָאִ֡ישׁ אֲשֶׁ֣ר יַעֲשֶׂה֩ פֶ֨סֶל וּמַסֵּכָ֜ה תּוֹעֲבַ֣ת יְהֹוָ֗ה מַעֲשֵׂ֛ה יְדֵ֥י חָרָ֖שׁ וְשָׂ֣ם בַּסָּ֑תֶר וְעָנ֧וּ כׇל־הָעָ֛ם וְאָמְר֖וּ אָמֵֽן׃

Cursed be the man who makes a graven or molten image, an abomination to Hashem, the work of the hands of the craftsman, and sets it up in secret. And all the people shall answer and say Amen.

וְעָנוּ כָל הָעָם — אֵלּוּ וָאֵלּוּ הָיוּ עוֹנִין אַחַר הַבְּרָכוֹת וְאַחַר הַקְּלָלוֹת אָמֵן.

English: “And all the people shall answer” — both [groups] would respond Amen after the blessings and after the curses.

In Sifrei: “All the people” is not limited to the group facing Eival. Both the blessing-facing and curse-facing tribes answered Amen to every pronouncement.
