Torah Temimah points to Sifrei.
English: “a loud voice” — with the voice of the Most High, teaching that the Holy One joined His voice with theirs; R’ Yitzchak says: the finest of voices (neither too soft nor too loud).
Custom (Two diyukim from “kol ram” rather than “kol gadol” — either the divine voice was joined to the Leviim’s, or the voice used was the optimal, moderate one.)
Chazal teach that the proclamation was made with a specially qualified voice: either accompanied by the divine voice, or chosen as the most suitable pitch so that all could hear clearly.
