וַיֹּ֨אמֶר יְהֹוָ֜ה אֵלָ֗יו מִ֣י שָׂ֣ם פֶּה֮ לָֽאָדָם֒ א֚וֹ מִֽי־יָשׂ֣וּם אִלֵּ֔ם א֣וֹ חֵרֵ֔שׁ א֥וֹ פִקֵּ֖חַ א֣וֹ עִוֵּ֑ר הֲלֹ֥א אָנֹכִ֖י יְהֹוָֽה׃

And GOD said to him, “Who gives humans speech? Who makes them dumb or deaf, seeing or blind? Is it not I, GOD?

מי שם פה וגו׳ — א״ר יהושע בן לוי: בשעה שברח משה מלפני פרעה נעשו כל אוכלוסין שלו מהם אלמין מהם חרשים מהם סומין.

English: “Who makes a mouth\ldots” — R’ Yehoshua ben Levi said: When Moshe fled from before Pharaoh, all of Pharaoh’s populace became some of them mute, some of them deaf, and some of them blind.

On the daf / in context: The rhetorical question is linked to the earlier miracle that prevented Moshe’s capture: the very faculties of speech, hearing, and sight were withheld from those who would have informed on him.
