English: “From you” — from you and not all of you, to exclude the renegade (mumar). “From you” — among you I have made a distinction, and not among the nations. “From the animal” — to include people who resemble animals; from here they said: We accept offerings from the sinners of Israel so that they may return in repentance — except for one who is a renegade to pour wine [for idolatry] or to desecrate Shabbos in public.

A Jewish renegade (mumar) may not bring a voluntary offering. Ordinary sinners of Israel may bring offerings, so that the opportunity will encourage their return. A non-Jew is treated differently from a renegade Jew in this context.
