וֶֽהֱבִיאָ֗הּ אֶל־בְּנֵ֣י אַהֲרֹן֮ הַכֹּהֲנִים֒ וְקָמַ֣ץ מִשָּׁם֩ מְלֹ֨א קֻמְצ֜וֹ מִסָּלְתָּ֣הּ וּמִשַּׁמְנָ֗הּ עַ֚ל כָּל־לְבֹ֣נָתָ֔הּ וְהִקְטִ֣יר הַכֹּהֵ֗ן אֶת־אַזְכָּרָתָהּ֙ הַמִּזְבֵּ֔חָה אִשֵּׁ֛ה רֵ֥יחַ נִיחֹ֖חַ לַיהֹוָֽה׃

מְלֹא קֻמְצוֹ… וְהֵרִים מִמֶּנּוּ בְּקֻמְצוֹ — מְלַמֵּד שֶׁלֹּא יַעֲשֶׂה מִדָּה לַקֹּמֶץ.
English: “His full handful”… “he shall separate from it with his handful” — this teaches that one may not make a measuring device for the handful.
On the daf / in context: Same pair of phrases as on 11a, used here to ban a fixed vessel-measure. The kometz is personal to that kohen’s hand (cf. Keilim 17:11).
