וֶֽהֱבִיאָ֗הּ אֶל־בְּנֵ֣י אַהֲרֹן֮ הַכֹּהֲנִים֒ וְקָמַ֣ץ מִשָּׁם֩ מְלֹ֨א קֻמְצ֜וֹ מִסָּלְתָּ֣הּ וּמִשַּׁמְנָ֗הּ עַ֚ל כָּל־לְבֹ֣נָתָ֔הּ וְהִקְטִ֣יר הַכֹּהֵ֗ן אֶת־אַזְכָּרָתָהּ֙ הַמִּזְבֵּ֔חָה אִשֵּׁ֛ה רֵ֥יחַ נִיחֹ֖חַ לַיהֹוָֽה׃

מְלֹא קֻמְצוֹ — הַקֹּמֶץ מְעוּטוֹ מְעַכֵּב אֶת רֻבּוֹ, מַאי טַעְמָא? דַּאֲמַר קְרָא מְלֹא קֻמְצוֹ תְּרֵי זִמְנֵי.

English: “His full handful” — the minority of the kometz holds up the majority of it. Why? Because the verse says “melo kumtzo” twice [here and in 5:12].

On the daf / in context: The mishnah lists compound mitzvos in which every part is essential. For kemitzah, the double phrasing of “full handful” teaches that even a small shortfall invalidates the whole kometz.
