וֶֽהֱבִיאָ֗הּ אֶל־בְּנֵ֣י אַהֲרֹן֮ הַכֹּהֲנִים֒ וְקָמַ֣ץ מִשָּׁם֩ מְלֹ֨א קֻמְצ֜וֹ מִסָּלְתָּ֣הּ וּמִשַּׁמְנָ֗הּ עַ֚ל כָּל־לְבֹ֣נָתָ֔הּ וְהִקְטִ֣יר הַכֹּהֵ֗ן אֶת־אַזְכָּרָתָהּ֙ הַמִּזְבֵּ֔חָה אִשֵּׁ֛ה רֵ֥יחַ נִיחֹ֖חַ לַיהֹוָֽה׃

מִסָּלְתָּהּ — הָעִשָּׂרוֹן סֹלֶת מְעוּטוֹ מְעַכֵּב אֶת רֻבּוֹ… וּמִשַּׁמְנָהּ — הַשֶּׁמֶן מְעוּטוֹ מְעַכֵּב… עַל כָּל־לְבֹנָתָהּ — הַקֹּמֶץ וְהַלְּבוֹנָה מְעַכְּבִין זֶה אֶת זֶה.

English: “From its fine flour” — even a shortfall in the issaron of flour invalidates… “and from its oil” — even a shortfall of oil invalidates… “with all its frankincense” — kometz and levonah are interdependent.

On the daf / in context: Same mishnah/gemara as the kometz rule. Extra hei on misaltah / umishamnah and the pairing with 6:8 on levonah teach that flour, oil, and frankincense must each be complete and that kometz and levonah depend on each other.
