סֹלֶת בַּשֶּׁמֶן תֵּעָשֶׂה — מְלַמֵּד שֶׁטְּעוּנָה מַתַּן שֶׁמֶן בִּכְלִי.
English: “Fine flour in oil shall it be made” — this teaches that it requires placement of oil in the vessel [before the flour].
On the daf / in context: Baraisa on oil application: for marcheshes (and most menachos) oil goes into the vessel first; oven-baked types are the exception (smeared after, not mixed in the vessel).
