וְהֵבֵאתָ֣ אֶת־הַמִּנְחָ֗ה אֲשֶׁ֧ר יֵעָשֶׂ֛ה מֵאֵ֖לֶּה לַיהֹוָ֑ה וְהִקְרִיבָהּ֙ אֶל־הַכֹּהֵ֔ן וְהִגִּישָׁ֖הּ אֶל־הַמִּזְבֵּֽחַ׃

״וְהִגִּישָׁהּ אֶל־הַמִּזְבֵּחַ״ — מִכָּאן שֶׁאֵין הַגָּשָׁה נוֹהֶגֶת בַּבָּמָה.
English: “And he shall bring it near to the altar” — from here [we learn] that hagashah does not apply on a private bamah.
On the daf / in context: Services required at the public altar but not at a private high place include mincha-hagashah. The definite “the altar” ties the act to the Mishkan / Mikdash altar, not a private bamah.
