English: “And when you bring” — when you choose to bring; it is optional, not obligatory.
Diyuk on ki — the language of “when/if” marks a freewill offering, as elsewhere in the parsha.
An oven-baked meal-offering (challos or rekikim) is a freewill minchah, not a required offering. The low cost does not turn it into an obligation.
