עַל־רֹאשׁ קָרְבָּנוֹ — תְּלַת קָרְבָּנוֹ כְּתִיבִי: חַד לְמַעֵט קָרְבַּן עוֹבְדֵי כּוֹכָבִים, וְחַד לְמַעֵט קָרְבַּן חֲבֵרוֹ, וְחַד לְרַבּוֹת כָּל בַּעֲלֵי חוֹבְרִין לִסְמִיכָה.

English: “On the head of his offering” — “his offering” is written three times: one to exclude an idolater’s offering, one to exclude a fellow’s offering, and one to include all partners in the obligation of semichah.

On the daf / in context: Repeated korbano across the cattle/sheep/goat units. We follow R’ Meir: an heir does lean; partners must each lean. (R’ Yehudah used the third for excluding an heir.)
